Ministerial meeting on regional cooperation in the field of waters

One year after the catastrophic floods in the basin, at the invitation of the International Sava River Basin Commission, it was held a meeting of Ministers responsible for waters and water transport, as well as other high representatives of the countries in the Sava Basin - Bosnia and Herzegovina, Croatia, Slovenia and Serbia, in order to jointly discuss the issue of further regional cooperation of the Sava countries in the fields covered by the Framework Agreement on the Sava River Basin.

The meeting was attended by Mr. Mirko Šarović, Minister of Foreign Trade and Economic Relations of Bosnia and Herzegovina, Mr. Slavko Matanović, Minister of Communications and Transport of Bosnia and Herzegovina, Mr. Tihomir Jakovina, Minister of Agriculture of the Republic of Croatia, Ms. Irena Majcen, Minister of Environment and Spatial Planning of the Republic of Slovenia, Mr. Atila Juhas, State Secretary in the Ministry of Agriculture and Environment of the Republic of Serbia, as well as other high officials.

As part of the meeting, it was signed the Protocol on Sediment Management to the Framework Agreement on the Sava River Basin, which defined basic principles of sustainable sediment management, taking into account natural processesas, as well as the water regime. All the same, by signing the Protocol, the states obliged themselves to develop a Sediment Management Plan for the Sava River Basin and to annually exchange information on the planned sediment dredging.

By the cooperation through the International Sava River Basin Commission, four countries in the Sava River Basin, Bosnia and Herzegovina, Croatia, Slovenia and Serbia, have made for years concerted efforts to implement the "Framework Agreement on the Sava River Basin", whose objectives are, inter alia, cooperation with regard to the measures for hazard prevention or restriction, as well as reduction of harmful consequences of natural disasters, including those caused by floods.

Accordingly, the Sava Commission coordinated a number of key activities of common interest in the field of flood protection important for the entire basin, such as:
- development of a joint " Flood Risk Management Plan ", which will define the objectives of flood risk management of common interest at the Sava River basin level; measures to achieve these goals; mechanisms of coordination at the basin level, as well as the cooperation among the parties in the event of flood protection emergency and
- development of a coordinated system for forecasting, warnings and alarming in case of flood occurrences in the Sava River basin.


It was pointed out, that significant results have already achieved in this field, but it was essential to continues the process with additional support from the state, so as to bring them to a level where they can effectively decrease the risks and adverse consequences of floods in the future.

At the meeting in Brcko, high officials also reviewed the status of implementation of restoration and development of transport and navigation on the Sava river waterway. Considering that significant efforts were made so far on the prepararation of the restoration of the Sava River fairway, and that the Project is in the stage of the preparation of the detailed design of the fairway, immediately preceding the execution of the works in the waterway, other steps were taken into account, which are necessary for the intensification and acceleration of activities on the preparation of the missing documentation for the restoration of the fairway, particulaly taking into account that the restoration of the Sava fairway was one of priorities within the development of the transport netwotk in the Sava River basin.

Given the fact that 10 years passed since the begining of the work of the Sava Commission, at the meeting were summarized the results of regional cooperation in the field of waters achieved through the coordination of the Sava Commission, along with the guidelines laid down for the future.

As a topic of the Ministerial Meeting, Minister of Agriculture of the Republic of Croatia, Mr. Tihomir Jakovina and Minister of Foreign Trade and Economic Relations of Bosnia and Herzegovina, Mr. Mirko Šarović, signed a bilateral agreement between the Croatian Government and the Council of Ministers of Bosnia and Herzegovina on the rights and obligations concerning water utilization from public water supply systems, intersected by national borders. The contract was signed in order to establish the conditions for the use of waters for the public water supply from public water supply systems on the territory of one state, for the needs of population on the territory of the other state.
