Secretariat

The Secretariat is an administrative and executive body of the Sava Commission. It consists of officials and support staff. The officials are Secretary, his Deputies and Advisors. They are nationals of the Parties, represented on equal basis, and appointed by the Sava Commission. The structure of the Secretariat is illustrated in the figure.

Dragan Zeljko, Secretary


Born in Mostar (Bosnia and Herzegovina), on April 14 1960, Mr. Dragan Zeljko holds a M.Sc. in Civil Engineering with major in Hydro-technical Engineering obtained at the Faculty of Civil Engineering in Mostar (Bosnia and Herzegovina).


He began his professional career in year 1988 at the Water Management Company “Čapljina” in Čapljina (B&H) as an engineer in planning department.

Prior to the current employment, he held the position of the Technical Director and Deputy General Manager at the Public Enterprise for “Water Region of the Adriatic Sea basins” seated in Mostar (B&H).

As of June 19 2006, he was the Deputy Secretary for integrated river basin management and water planning at the International Sava River Basin Commission seated in Zagreb (Croatia). 

As of April 1, 2017, he is the Secretary of the International Sava River Basin Commission seated in Zagreb (Croatia).

Dragana Milovanović, Deputy Secretary for integrated river basin management and water planning

Born in Vršac (Serbia), on November 18 1961, Ms. Dragana Milovanović holds a M.Sc. in Civil Engineering with major in Hydro-technical Engineering obtained at the Faculty of Civil Engineering in Belgrade (Serbia).

She began her professional career in year 1987 at the The Jaroslav Černi Institute for the Development of Water Resources as a planner and designer in numerous water management projects.

Prior to the current employment, she held the position of the Head of Department for International Cooperation in Water Sector at the Water Directorate, Ministry of Agriculture and Environmental Protection, Republic of Serbia.

As of May 29 2017, she is the Deputy Secretary for integrated river basin management and water planning at the International Sava River Basin Commission seated in Zagreb (Croatia).

Željko Milković, Deputy Secretary for Navigation

Born in Sisak (Croatia), on February 29 1960, Mr. Željko Milković holds a Degree of Engineer for Maritime Transport (ISCD level 5B) obtained at the Faculty for the Maritime Affairs in Rijeka (Croatia

He began his professional career in year 1981 at the Maritime Shipping Company „Splošna plovba“ in Piran (Slovenia) as the seaman on maritime ships, and, later on, he continued his career as the officer and master of inland navigation vessels.

Prior to the current employment, he held the position of inspector for navigation safety at the Administration for Inland Navigation of the Croatian Ministry of Sea, Tourism, Transport and Development.

As of January 16 2006, he is the Deputy Secretary for Navigation at the International Sava River Basin Commission seated in Zagreb (Croatia).

Samo Grošelj, Deputy Secretary for Protection of Waters and Aquatic Eco-system

Born in Trbovlje (Slovenia), on September 02 1960, Mr. Samo Grošelj holds a M.Sc. in Civil Engineering with major in Hydro-technique obtained at the Faculty of Architecture, Civil Engineering and Geodesy in Ljubljana (Slovenia).

He began his professional career in year 1984 as the project designer for water and waste water systems and waste water treatment plant.
Prior to the current employment, he held the position of the Project Leader at the Company „Hidroinženiring” in Ljubljana.

As of July 03 2006, he is the Deputy Secretary for Protection of Waters and Aquatic Eco-system at the International Sava River Basin Commission seated in Zagreb (Croatia).

Melita Žižanović-Dakić, Special Advisor for Legal and General Affairs

Born in Zagreb (Croatia), on 1958, Ms. Melita Žižanović-Dakić holds a M.Sc. in Law obtained at the Faculty of Law in Zagreb.

She began her professional career in year 1982 at the Executive Council of the Zagreb City Assembly as the lawyer in the City Office for Education, Culture and Science.

Prior to the current employment, she held the position of the Minister Counselor - high professional diplomat and expert for the international law at the Ministry of Foreign Affairs and European Integrations of the Republic of Croatia.

As of February 15 2006, she is the Special Advisor for Legal and General Affairs at the International Sava River Basin Commission seated in Zagreb (Croatia).

Majda Despotović, Special Advisor for Economic and Financial Affairs

Born in Varaždin (Croatia), in 1953, Ms. Majda Despotović holds a M.Sc. in Economics obtained at the Faculty of Economics, Zagreb University (Croatia).

She began her professional career in year 1975 as a teacher at the Secondary school (of economics) in Sarajevo and, later, in Banja Luka.

Prior to the current employment, she held the position of the Managing Director at the Vralinvest d.o.o. Banja Luka-private business consulting company.

As of February 18 2008, she is the Special Advisor for Economic and Financial Affairs at the International Sava River Basin Commission seated in Zagreb (Croatia).

Duško Isaković, Advisor for Technical Issues of Navigation

Born in Belgrade (Serbia), on September 25 1965, Mr. Duško Isaković holds an academic title of Academic Specialist in Water Resources and Environmental Engineering obtained at the Faculty of Civil Engineering, University of Belgrade.

He began his professional career in year 1994 at the Institute for the Development of Water Resources „Jaroslav Cerni“ in Belgrade at the Department for Torrent and Erosion Control.

Prior to the current employment, he held the position of the Independent Adviser at the Directorate for Inland Waterways PLOVPUT in Belgrade, Serbia.

He owns the License of the designer of hydro-constructions issued by the Engineering Chamber of the Republic of Serbia. He also published a number of scientific papers.

As of December 05 2011, he is the Advisor for Technical Issues of Navigation at the International Sava River Basin Commission seated in Zagreb (Croatia).

Goran Šukalo, Advisor for Navigation Safety

Born in Banjaluka (Bosnia and Herzegovina), on October 12 1964, Mr. Goran Šukalo holds a Degree of Engineer for Maritime Transport (ISCD level 5A) obtained at the Military Navy Academy in Split.

He began his professional career in year 1989 at the Navigation department of the Military Navy in Split, and, later on, he continued his career in Tivat (Montenegro) as the Master of vessel.
Prior to the current employment, he held the position of the Senior Associate for Inland Waterways and Ports at the Ministry of communications and transport of Bosnia and Herzegovina in Sarajevo.

As of January 09 2006, he is the Advisor for Navigation Safety at the International Sava River Basin Commission seated in Zagreb (Croatia).

Mirza Sarač, Advisor for protection against detrimental effects from waters and extraordinary impacts on the water regime

Born in Sarajevo (Bosnia and Herzegovina), on January 21 1982, Mr. Mirza Sarač holds a M.Sc. in Civil Engineering with major in Hydro-technical Engineering obtained at the Faculty of Civil Engineering in Sarajevo (Bosnia and Herzegovina).

He began his professional career in year 2006 at the Public Enterprise for “Water Region of the Sava river basins”, later “Sava River Watershed Agency” in Sarajevo (B&H) as an engineer in water management department.

Prior to the current employment, he held the position head of the flood protection department at the Sava River Watershed Agency seated in Sarajevo (B&H).

As of November 17 2014, he is the Advisor for protection against detrimental effects from waters and extraordinary impacts on the water regime at the International Sava River Basin Commission seated in Zagreb (Croatia).
