Expert Groups

In order to foster cooperation and assure synergy in achieving its goals, the Sava Commission is entitled to establish permanent and ad-hoc expert groups, composed of delegated experts from each Party. Permanent expert groups (PEGs) cover the key issues in the Sava River Basin, while the ad-hoc expert groups (AH EGs) deal with more specific issues and tasks.

The expert groups are chaired by the officials of the Secretariat. The Secretariat, in principle, prepares all material for consideration by the groups.

Tasks of the expert groups are presented in the text below.

Permanent Expert Group for Navigation (PEG NAV)
The PEG NAV shall be obliged to:

  1. Develop the strategy and action plans of the ISRBC in the field of navigation
  2. Participation in preparation of the ISRBC annual work plans,
  3. Participate in preparation and implementation of projects from area of navigation on the Sava River in accordance with the mandate to be given by the ISRBC;
  4. Ensure the harmonization of regulations from area of navigation in the Sava River Basin;
  5. Work on acquirement of increase of navigation safety;
  6. Coordinate planning of the waterway marking and maintenance;
  7. Prepare proposals of decisions referring to navigation and deliver them to the ISRBC for adoption;
  8. Propose guidelines for development of RIS on the Sava River.;
The PEG NAV shall work on the following:
  1. Rehabilitation and improvement of waterway infrastructure;
  2. Harmonization and improvement of navigation rules;
  3. Harmonization and improvement of rules for acquiring the license of boat-master;
  4. Harmonization and improvement of Rules on minimal number of crew for safe navigation;
  5. Harmonization and improvement of Rules on application of radio connection in navigation;
  6. Harmonization and improvement of criteria on waterway marking;
  7. Issuance of navigation maps and manuals;
  8. Follow-up of the enforcement of waterway marking and maintenance measures;
  9. Harmonization and improvement of technical rules for vessels;
  10. Harmonization and improvement of rules for transport of dangerous substances;
  11. Participation in preparation or amending of protocols to the FASRB;
  12. Preparation of plan of plan on establishment of network of stations for collection of waste from vessels;
  13. Harmonization and improvement of measures for classification of waterways;
  14. Waterway categorization;
  15. Harmonization of criteria for implementation of RIS;
  16. Participation in RIS implementation project;
  17. Follow-up of development of ports and port infrastructure;
  18. Exercise other tasks and duties particularly entrusted by the ISRBC.

Chairman of PEG NAV is Mr. Željko Milković, Deputy Secretary for navigation.
Decisions of ISRBC related to navigation are mandatory for the Parties of FASRB (Article 16).

Permanent Expert Group for River Basin Management (PEG RBM)
PEG RBM has been established with purpose of implementation of FASRB and has tasks as follows:

  1. Development of strategy and action plans of the ISRBC in the field of RBM;
  2. Participation in preparation of the ISRBC annual work plans;
  3. Coordination of all tasks related to Water Framework Directive (WFD) implementation at the basin-wide level, particularly in development and upgrade of the Sava River Basin Management Plan and associated Programme of Measures;
  4. Coordination of activities in the Sava river basin with the relevant WFD implementation activities at the Danube river basin level;
  5. Participation in preparation and implementation of RBM related projects;
  6. Preparation, as appropriate, of project proposals in support of its tasks;
  7. Participation in preparation of protocols;
  8. Participation in activities required for establishment, upgrade and maintenance of the ISRBC information systems and related data exchange;
  9. Providing input and guidance to the permanent and ad hoc expert groups needed to fulfill their mandates in relation to RBM;
  10. Propose to the ISRBC establishment of time-limited Task Groups, as and when required, to address specific issues and steer the work of any task group established on the basis of its proposal;
  11. Exercise other tasks and duties particularly entrusted by the ISRBC.
Chairman of PEG RBM is Ms. Dragana Milovanović, Deputy Secretary for Integrated River Basin Management and Water Planning. Deputy Chairman of PEG RBM is Mr. Samo Grošelj, Deputy Secretary for Protection of Waters and Aquatic Eco-system.
PEG RBM submits recommendations to ISRBC for adoption.

Permanent Expert Group for Accident Prevention and Control (PEG APC)
PEG APC has been established with purpose of implementation of FASRB and has tasks as follows:
  1. Development of strategy and action plans of the ISRBC in the field of accident prevention and control;
  2. Participation in preparation of the ISRBC annual work plans;
  3. Consideration of all relevant existing results and established system as basis for future work;
  4. Notification of the establishments, i.e. areas where dangerous substances are present;
  5. Identification of the status of the national emergency systems and procedures in the field of floods, ice hazards, droughts and incidents involving hazardous substances, with respect to accidents and natural disasters in the Sava River Basin;
  6. Development and implementation of policies and strategies for reducing the risks of extraordinary impact on the water and aquatic eco-system and improve measures for prevention, preparedness and response, including restoration measures;
  7. Upgrade of the coordinated or joint system of measures, activities, warnings and alarms in the Sava River Basin for extraordinary impacts on the water and aquatic eco-system, such as sudden and accidental pollution, discharge of artificial accumulations and retentions caused by collapsing or inappropriate handling, flood, ice, droughts, water shortage, and obstruction of navigation;
  8. Coordination of the identification of hazardous activities and other potential risks of extraordinary impact on the water and aquatic eco-system with notification protocols of any such proposed or existing activity or other risk;
  9. Coordination of the exchange of prevention measures for the prevention of industrial accidents and extraordinary impacts on the water and aquatic eco-system;
  10. Coordination of the national emergency planning and preparedness with protocol on provision of the elements for the elaboration of emergency plans in its territory to the ISRBC;
  11. Procedures on coordination and compatibility of emergency plans, including development of joint emergency plans;
  12. Coordination of the emergency plan review procedures;
  13. Coordination in the field of integration of alarm and warning systems;
  14. Development of the Protocol on the exchange of information on the emergency response;
  15. Development of procedures for engagement of mutual assistance from and the role of the ISRBC in it;
  16. Development and coordination for production of frame of safety report, its implementation and updating;
  17. Exercise other tasks and duties particularly entrusted by the ISRBC.

PEG APC submits recommendations to ISRBC for adoption.

Permanent Expert Group for Flood Prevention (PEG FP)
PEG FP has been established with purpose of implementation of FASRB and has tasks as follows:
  1. Development of strategy and action plans of the ISRBC in the field of flood management;
  2. Participation in preparation of the ISRBC annual work plans;
  3. Coordination of all tasks related to development of the Flood risk Management Plan for the Sava River Basin (Sava FRMP);
  4. Providing input and guidance for the activities needed for the establishment of coordinated or joint system of measures, activities, warnings and alarms in the Sava River Basin for extraordinary impacts on the water regime;
  5. Coordination of all flood related activities in the Sava river basin with the relevant activities at the Danube river basin level;
  6. Participation in preparation and implementation of flood related projects;
  7. Preparation, as appropriate, of project proposals in support of its tasks;
  8. Participation in preparation of protocols;
  9. Participation in activities required for establishment, upgrade and maintenance of the ISRBC information systems and related data exchange;
  10. Promotion and support to the activities related to harmonization of design criteria and safety regulations along and across border sections;
  11. Coordination of all other activities foreseen by the Protocol on Flood prevention to the FASRB which are not specified above;
  12. Exercise other tasks and duties particularly entrusted by the ISRBC.

Permanent Expert Group for Hydrological and Meteorological Issues (PEG HM)
PEG HM has been established with purpose of implementation of FASRB and has tasks as follows:

1. Provide support to exchange of HM data within the Sava River Basin, especially in relation to:

  • creation of a HM database for the whole Sava River Basin,
  • preparation of hydrological yearbooks of the Sava River Basin.
2. Provide support and assistance in performing the activities specified in the Strategy on Implementation of the FASRB, as follows:
  • collection, analysis and harmonization of the HM data necessary for the preparation of the Sava RBM Plan,
  • conceptualization of a transboundary monitoring network of the Sava River Basin,
  • cooperation in preparation of flood hazard and risk maps for the Sava River Basin,
  • cooperation in development of the Flood Risk Management Plan,
  • cooperation in development of a flood forecasting and warning system,
  • cooperation in implementation of the Policy on the Exchange of Hydrological and Meteorological Data and Information in the Sava River Basin,
  • upgrade of the Sava GIS/Sava HIS in accordance with the GIS Implementation Strategy.
3. Provide assistance to the permanent expert groups in performing their specific tasks other than those specified under items 1 and 2;

4. Any other tasks in their field of expertise, assigned by the Sava Commission.

PEG HM submits recommendations to ISRBC for adoption.

Permanent Expert Group for GIS (PEG GIS)
PEG GIS has been firstly established as the Ad hoc expert group, with overall objective to provide assistance, guidance and coordination to all activities of ISRBC related to the implementation of FASRB in the field of water data/information management. Taking into account experience from 8 years of the Ah GIS EG work and bearing in mind the awareness of the importance of information systems for the further fulfillment of the objectives of the FASRB, it was concluded that the Ah GIS EG has outgrown the scope of an ad hoc group and should be established as a permanent expert group.

PEG GIS has been established in 2016 and is responsible to carry out the following main tasks:
  1. Development of strategy and action plans of the ISRBC in the field of information management;
  2. Participation in preparation of the ISRBC annual work plans;
  3. To coordinate technical work and activities related to establishment/upgrade of the Sava River Basin (Geo)Information System (Sava GIS);
  4. To encourage the development of the fundamental and specific geographic databases of Sava Basin-wide importance as reference for the other kind of geographic information;
  5. To identify status and monitor development of the GISs of the Parties, in order to provide recommendation on their adjustment to be able to meet ISRBC requirements;
  6. To assist in processes of data harmonization of national datasets considering specific data requirements of related EU directives and in development of GIS-related criteria needed to set up and operate the Sava GIS;
  7. To enable easier integration of existing GISs in Sava region through use of open standards, modern IT techniques and guidelines;
  8. To encourage more widespread use and sharing of geospatial information via use of geospatial web services;
  9. To provide users with assurance that the information is consistent and of defined quality by implementing metadata;
  10. To assist in the production of reports and maps required by the ISRBC PEGs in accordance to their specific tasks;
  11. To provide assistance and guidance regarding other ISRBC systems, such as Sava hydrologic information system;
  12. To initiate cooperation among PEGs in common GIS matters and propose joint meetings if necessary;
  13. To develop implementation plans for planned activities;
  14. To identify and propose eligible executors of certain GIS related activities (could be either PEG GIS itself or external partner) if not in conflict with ISRBC rules regulating such issues;
  15. Exercise other tasks and duties particularly entrusted by the ISRBC.
Chairman of PEG GIS is Mr. Mirza Sarač, Advisor for protection against detrimental effects from waters and extraordinary impacts on the water regime andDeputy Chairman is Duško Isaković, Advisor for technical issues of navigation.
PEG GIS submits recommendations to ISRBC for adoption.

Ad-hoc RIS Expert Group (Ah RIS EG)
Ah RIS EG has been established with purpose of implementation of FASRB and has tasks as follows:
  1. Preparation of the documents for adoption (technical documentation and standards);
  2. Identification of RIS services to be implemented on the Sava river;
  3. Preparation of RIS-related decisions to be adopted by the ISRBC;
  4. Preparation of implementation plans (including the time schedule) in relation to obligation of the member states to introduce RIS;
  5. Creation of reports about the RIS deployment on the Sava river (RIS implementation status, operations and development), including lessons learned from the Sava basin countries, where RIS is already in operation on other inland waterways;
  6. Support to the Secretariat of the Sava Commission in participation and communication with other international organizations on the RIS Agenda (e.g. GIS Forum, Danube Commission, etc.);
  7. To cooperate with other PEGs or ad hoc EGs in common matters and initiate and organize joint meetings if necessary;
  8. To report to the ISRBC on progress of the group, present recommendations and proposals;
  9. To exercise other tasks and duties particularly entrusted by the ISRBC.

Ah RIS EG submits recommendations to ISRBC for adoption.

Ad-hoc Financial Expert Group (Ah FIN EG)
Ah FIN EG has been established with purpose of implementation of FASRB and has tasks as follows:
  1. Revision and upgrade of the Financial Rules of the ISRBC;
  2. Consideration of the form and structure of the Budget of the ISRBC and giving suggestions for its improvement, if necessary;
  3. Consideration of the draft Budget of the ISRBC for the ensuing year, prepared by the Secretariat, and providing respective recommendations and suggestions;
  4. Assistance in development of protocols, in terms of cross-cutting issues requiring financing in the implementation of the protocol;
  5. Analysis of the resource mobilization possibilities on international, regional and national level;
  6. Consideration of other financial issues requiring harmonized approach in the Sava River Basin;
  7. Collaboration with and support to the work of other expert groups of the ISRBC, if necessary;
  8. Exercise other tasks and duties particularly entrusted by the ISRBC.
Chairman of Ah FIN EG is Mrs. Majda Despotović, Special Advisor for Economic and Financial Affairs.
Ah FIN EG submits recommendations to ISRBC for adoption.

Ad-hoc Legal Expert Group (Ah Leg EG)

Ah Leg EG has been established with purpose of implementation of FASRB and has tasks as follows:
  1. Develop and, if needed, review the ISRBC legal and administrative internal acts and prepare draft changes and amendments aimed at improvement of their contents;
  2. Take part in reviewing the existing draft protocols to the FASRB and in preparation of other protocols from the international law point of view;
  3. Recommend measures related to facilitation of preparation and conclusion of the protocols under the FASRB, being subject to further reconsideration and adoption by the ISRBC;
  4. Elaborate proposals for other questions of a legal, administrative and organizational nature and develop comprehensive legal grounds and standpoints of the ISRBC requiring previously harmonized expertise from experts of the Parties to the FASRB, if necessary or upon request;
  5. Collaborate with and support the work of other ISRBC expert groups;
  6. Participate in preparation of meetings of the Parties related to legal issues;
  7. Exercise other tasks and duties particularly entrusted by the ISRBC.
