5th Stakeholder Workshop within the SHELTER project

The overall objective of the Shelter (Sustainable Historic Environments hoListic reconstruction through Technological Enhancement and community based Resilience) is to establish cross-scale, multidimensional, data driven and community based operational knowledge framework for heritage-led and conservation-friendly resilience enhancement and sustainable reconstruction of historic areas to cope with climate change and natural hazards. On 25 January 2022, the International Sava River Basin Commission jointly with the UNESCO Regional Bureau for Science and Culture for Europe and with support of other Shelter project partners held online the fifth Open Lab workshop.

The main objective of the Workshop was continuation of co-creation, and this time with a focus on the resilience financing landscape, while all achieved objectives and the follow-up actions from previous workshops were also presented and discussed.

This workshop achieved to bring together about 40 representatives from the Sava River basin management authorities (Bosnia Herzegovina, Croatia, Montenegro, Serbia and Slovenia, as well as Albania) including experts from cultural heritage authorities, flood management operators and emergency responders as major stakeholders of the project, as well as Shelter project partners and guests.

  1. Project specification
The SavaGIS upgrade is part of the project “Water Contingency Management in the Sava River Basin (WACOM)” co-funded by the EU funds (EDRF, IPA). The main objective of the WACOM project is reduction of environmental risks related to accidental pollution and floods, especially with potential transboundary impact, by improved cooperation of key actors and jointly developed common operational system for activating the accident management protocols within the Sava River Basin.
  1. Service procurement specification 
The subject of the procurement is development of the Navigation Module (NAV) and the Accident Prevention and Control Module (APC) on SavaGIS platform, namely:
  • development (design, test, deploy and implement) of the SavaGIS database elements for the Navigation management and Accident prevention and control data within the existing SavaGIS platform repository;
  • development (design, test, deploy and implement) of the Navigation management and Accident prevention and control modules functionalities for storing, processing, dissemination and visualization of corresponding information. 
NAV and APC modules, as integral parts of the platform, will provide the necessary functionalities for navigation and water pollution information exchange and dissemination in the Sava River Basin.
