Having in mind that the sediment is essential part of rivers the Parties to the FASRB have noted the need to deepen the cooperation and to implement jointly agreed activities aimed at ensuring preconditions for sustainable sediment management in the basin. For that purpose they have ratified a Protocol on Sediment Management to the FASRB which entered into force in October 2017. The Protocol emphasizes the importance of the sustainable sediment management to maintain water regime, to promote active international cooperation to enhance appropriate policies and to reinforce and coordinate action at all appropriate levels. It promotes sustainable sediment management related to quality and quantity sediment issues and sustainable sediment management solutions, which carefully balance the socio-economic and environmental values which need to be set within the whole Sava River Basin. According to protocol the Parties will exchange information on planned and executed dredging in the Sava River and its main tributaries on yearly basis.

It is important to emphasize that significant steps have already been made in terms of implementation of above mentioned Protocol. At the level of the Sava River Basin and within the framework of a cooperative effort associating the UNESCO Venice Office (UVO), the ISRBC, the European Sediment Network (SedNet) and the UNESCO-IHP, International Sediment Initiative (ISI), the ISRBC has initiated a project Towards Practical Guidance for Sustainable Sediment Management using Sava River as a Showcase resulting in:
  • Drafting the Guidance on Sustainable Sediment Management– Part I (draft finished in 2013) which would serve as a policy-level (strategic) document, provide expert contribution to unified approach to sustainable sediment management and to outline the scope of work/terms of reference for the preparation of Sediment Management Plan;
  • Estimation of the Sediment Balance of the Sava River (2013) aiming to develop and validate a practical guidance on how to achieve a Sustainable Sediment Management Plan on the river-basin scale;
  • Proposal of the Establishment of the Sediment Monitoring System for the Sava River Basin (November 2015) which has establish strategic goals and specific objectives of the sediment monitoring and data exchange system, review existing sediment monitoring data and technical international standards and technics of monitoring and assessment of their application in the Sava River Basin and establish on-line free database on sediment taking into account the initial functionalities of Sava Geoportal implemented by ISRBC;
  • Drafting of Program for development of Sediment Management Plan (2017) according to the Protocol on sediment management
Future activities will be focused to development of the joint Sediment Management Plan which will cover sediment balance throughout the river system, monitoring, evaluation of sediment quality and quantity, measures to ensure sustainable sediment management, list of designated areas for capital dredging, guidance for sediment disposal, treatment and use and institutional arrangements for implementation of the Plan.
