Framework Agreement on the Sava River Basin

The first development-oriented multilateral agreement concluded in the region in the 21st century, Framework Agreement on the Sava River Basin (FASRB),  signed by the Parties on the 3 December 2002 in Kranjska Gora, Slovenia and ratified in 2004, represents a foundation for a cross-border cooperation of governments, institutions and individuals towards sustainable development of the Sava River Basin. 

The FASRB defines three main objectives of cooperation:
  • establishment of an international regime for navigation on the Sava River and its navigable tributaries
  • establishment of sustainable water management
  • undertaking of measures to prevent or limit hazards, to reduce and eliminate adverse consequences including those from floods, ice, droughts and incidents involving substances hazardous for water.
 
Fundamental principles of cooperation in the Sava River Basin stipulated by  FASRB and agreed by all Parties are sovereign equality, territorial integrity, common benefit and cooperation in a good faith, with mutual respect of national legislation, institutions and organizations.
 
For implementation of the FASRB, Parties nominated National Competent Authorities. For the coordination of the FASRB implementation the International Sava River Basin Commission was established.
