Flood hazard and risk maps


The Program for development of the Sava FRMP defines that countries prepare and enable flood hazard maps for all identified APSFR areas for the following scenarios:
  • floods with a medium probability (likely return period of 100 years) and
  • floods with a low probability, or extreme event scenarios (regardless of the return period). 

The flood risk maps should be prepared on the basis of a minimum set of information, showing the potential adverse consequences associated with the two mentioned flood scenarios and expressed in terms of:
  • the indicative number of inhabitants potentially affected,
  • type of economic activity of the area potentially affected on the basis of the Corine Land Cover,
  • location of IPPC installations which might cause accidental pollution in case of flooding on the basis of the E-PRTR register and other relevant information,
  • protected areas on the basis of the WFD protected areas, Natura2000 areas, national parks, etc. as well as other relevant information, such as areas with increased sediment transport.

During the Sava FRMP preparation, in accordance with the Program countries have exchanged data and information on available flood maps. Data and information have been exchanged through the Sava GIS Geoportal.

Considering that the countries are at the different stages of development of flood maps and are using methodologies tailored to their capabilities and needs, flood maps are still not available for all rivers. In addition, countries use different methods to show the risk of flooding, which makes it impossible to simply merge national results.
Based on the Program and for the purpose of joint development of flood maps, as stipulated by the Protocol, elements of the simplified methodology for preparation of flood maps in the Sava River Basin have been prepared within the Sava FRMP. The simplified methodology is primarily related to flood areas shared by two or more countries (AMI) and it takes into account the fact that all the countries in the basin had already developed or are working on defining the national methodologies.
